ATM Anti-Crime Bill Reintroduced in Congress

Congressmen John Rose (TN-06), Glenn Ivey (MD-04), and Scott Fitzgerald (WI-05) recently re-introduced the bipartisan Safe Access to Cash Act to combat crimes against or involving ATMs including – theft, robbery, and assault. The bill is crucial to  protect public safety and address the ongoing need for safe and secure cash throughout the United States.


  • The proposed Safe Access to Cash Act would update the 90-year-old Federal Bank Robbery statue to include ATMs not located on a bank or credit union properties.

“The re-introduction of the Safe Access to Cash Act is crucial to our fight to protect public safety,” said Congressman Glenn Ivey. “This bill continues to address the ongoing need for safe and secure cash throughout America, which is essential for ATM entrepreneurs, small convenient stores, and users. When ATMs are stolen and destroyed, the communities who have little or no credit are adversely impacted due to their reliance on financial transactions and access to money. This reintroduction of this bipartisan legislation will continue to strengthen enforcement to protect our small businesses, individuals, and deter robberies.”

“Independent ATMs serve as a lifeline to the underbanked and those lacking access to traditional financial services,” Congressman John Rose said. “I’m proud to reintroduce this common-sense bill which gives independent ATMs the same federal legal protections under the Bank Robbery Act as other ATMs.”

Congressman Ivey first introduced the bipartisan Safe Access to Cash Act with colleague Congressman John Rose (TN-06) in the 118th Congress. The bill was endorsed by the National ATM Council (NAC), National Armored Car Association (NACA), Secured Cash and Transport Association (SCTA).

“Ensuring that Americans have reliable access to cash is essential for small businesses, rural communities, and individuals who depend on physical currency for their daily transactions,” said Congressman Scott Fitzgerald. “The Safe Access to Cash Act guarantees that non-bank ATMs receive the same federal protections as bank-owned machines, providing much-needed security for the small businesses that host them. This bill is a commonsense measure to safeguard these businesses and to protect consumers’ ability to access their money safely and conveniently.”
